Police suspect fake cop accused of sex assault has more victims

Oct. 24, 2012: Houston police say a man who pretended to be a police officer to sexually assault a woman has been raping women for nearly 20 years. Nefertiti Jaquez reports.


Houston police said Wednesday that a man who pretended to be a police officer to sexually assault a woman has been raping women for nearly 20 years.

Michael Carter, 50, was charged with aggravated kidnapping, impersonating a peace officer and sexual assault.

Investigators said a 17-year-old female told them she was in the parking lot of a grocery store at 1020 Quitman when she was approached by Carter, who ordered her into his white Chevy Suburban. She said Carter was posing as a police officer by talking on a handheld radio and by showing her a gold badge. Police said Carter threatened to arrest the teenager if she did not get inside his SUV.

Investigators said Carter drove the victim to a car wash on the corner of Studewood and East 11th Street, where he parked and sexually assaulted her. He then left her at a bus stop near Fulton and Hogan, police said.

DNA results led detectives to Carter, who was arrested on Friday at his home. Investigators said a white Chevy Suburban and two police scanners were recovered at the home.

"Some things came up that are concerning," HPD Officer Christopher Weiche said.

Police said additional evidence obtained indicates that Carter may have engaged in similar activities over the past 20 years, so HPD is asking any potential victims to come forward. Officials said the DNA test connected Carter to another rape investigation.

"It's disturbing, heartbreaking," Weiche said.

Carter is missing his left eye. However, he has been known to wear dark sunglasses to hide it, police said.

Carter is being held on a $600,000 bond.
