Perry calls for tax relief, spending some of Rainy Day fund

Jan. 29, 2013: Gov. Rick Perry presents a glowing assessment of the Texas economy and says there is more than enough money in the state's Rainy Day fund for a one-time, $3.7 billion-investment in water and transportation upgrades while also cutting taxes. Mary Benton reports.
